[PROBLEMS] An asphalt mixture for paving capable of achieving a desired density and having a high strength which is an asphalt mixture for paving having a function as a binder and comprising asphalt in the maximum amount while reducing the amount of waste plastics added thereto, and in which one or more waste plastics selected form among PS, PP and PE are thoroughly dispersed without elevating the production temperature of the asphalt mixture by several ten oC. [MEANS FOR SOLVING PROBLEMS] An asphalt mixture for paving which is a mixture comprising a pavement material composition, asphalt and an aggregate or a mixture comprising improved asphalt with an aggregate. The improved asphalt as described above is a mixture comprising a pavement material composition with asphalt. The pavement material composition as described above is a mixture of waste plastic(s) with waste oil(s). The waste plastics are one or more members selected from among polystyrene (PS), polypropylene (PP) and polyethylene (PE), while the waste oils are waste edible oil and/or waste engine oil.
