The apparatus has a locking/unlocking system with a retaining edge (33) to form a stop against a control base (17) when a bolt (13) is in a stop position and actuating units having a control button. The units permit displacement of the base out of a notch (32) to allow rotation of handles (7, 8) with respect to each other, and opening of the apparatus. The actuating units allow automatic rearmament of a locking unit (20) of the bolt.
