PURPOSE: A powder treatment is provided to give excellent emulsification capacity to a powder without damaging an affinity for an emulsion used to cosmetic materials. CONSTITUTION: Silicones suitable for powder treatment, powders treated with silicones, and cosmetic materials containing powders treated with silicones, with the silicones are represented by the following formula(1): R1aR2bR3cSiO(4-a-b-c)/2 wherein R1 groups are the same or different organic group selected from the class consisting of alkyl groups containing 1 to 30 carbon atoms, aryl groups, aralkyl groups, and fluorinated alkyl groups, R2 groups represent a reactive substituent selected from the class consisting of a hydrogen atom, a hydroxyl group and alkoxy groups containing 1 to 6 carbon atoms, which is attached to a silicone atom in the siloxane chain directly or via a linkage group comprising at least one carbon, oxygen or silicon atom, a is a number of from 1.0 to 2.5, b is a number of from 0.001 to 1.5, c is a number of from 0.001 to 1.5, d is an integer of from 0 to 15, e is an integer of from 0 to 50, R3 groups represent a silicone compound residue represented by the following formula(2), - CdH2d-(SiO)e-SiR13.
