A security gateway system having internal network user authentication and packet control functions and an operating method are provided to apply each security policy even to plural final client PCs(Personal Computers) within an internal network, and to isolate a defective client PC from peripheral client PCs, thus stable network management is performed. A policy management server(125) is mounted with internal and external security policies. An authentication management server(130) conducts authentication for users and plural client PCs(160,162,164,166,168,170). A switch(135) connects packet filter security gateways(140,142,144) by being connected with the servers(125,130). The packet filter security gateways(140,142,144) are connected with the switch(135), and analyze user information and the plural client PCs(160,162,164,166,168,170). Hubs(150,152,154) connect the plural client PCs(160,162,164,166,168,170) by being connected with the gateways(140,142,144).
