A cool and warm fomenting device is provided to perform cool and warm fomentation in turn and to execute cool and warm finger-pressure operations at the same time by installing finger-pressure projections on a cool and warm fomenting plate. A cool and warm fomenting device(100) is composed of metal upper and lower boards(110,130) and a thermoelectric module(150) interposed between the metal upper and lower plates. The metal lower board comprises a metal lower plate(131) coming into contact with the thermoelectric module; a metal upper plate(133) disposed adjacently to the metal lower plate; a metal connecting plate(135) for connecting one end of the metal upper plate and the metal lower plate; and a leg plate(137) formed on the other end of the metal upper plate.
