A multi-functional measurement apparatus for measuring the bit error rate, overload, and receive sensitivity of a digital system and an optical communication module, and a method for measuring the overload and receive sensitivity by using the same are provided to effectively measure performance of measured units and improve productivity by automatically measuring the receive sensitivity. A light power measuring unit initializes a power adjustment value of an optical signal. A main controller generates a pulse pattern and converts it into a multiplex serial electrical signal, and an optical selection unit converts the multiplex serial electrical signal into an optical signal(S320). The optical power measuring unit divides the optical signal to measure power, transmits the remaining optical signal to a measured unit, receives an output value of the measured unit, and transfers the received signal to the main controller(S330). The received signal and a reference pulse pattern are compared to check whether there is a pattern tuning loss and whether there is an error(S340). When there is a pattern loss and an error, the optical power measuring unit increases optical attenuation by a pre-set value(S341). When there is no pattern loss and error, a light power value at the time is measured to obtain overload of the measured unit(S350). The optical power measuring unit increases optical attenuation by a pre-set value(S410). The main controller checks whether there is an error(S420). When there is no error, the optical power measuring unit increases optical attenuation by the pre-set value(S421). When there is an error, an optical power value at the time is measured to obtain receive sensitivity of the measured unit(S430).
