APPARATUS AND METHOD FOR FAIR RESOURCE ALLOCATION IN THE BAND AMC MODE IN PORTABLE INTERNET SYSTEM

A resource allocation apparatus and method in a band AMC(Adaptive Modulation and Coding) mode of a broadband wireless access system are provided to improve service reliability of a service provider by maintaining fairness between the service provider and users. A tag storage unit(504) stores tag values of each MS(Mobile Station). A repeated band checking unit(501) detects when two or more MSs simultaneously report a repeated band in a band AMC mode. A sub-channel allocating unit(502) compares each priority level of the MSs that have reported the repeated band, and allocates a sub-channel to the band of an MS which has a tag value with the highest priority level. A tag setting unit(503) re-sets tag values of the MSs and initially assigns the values according to the sub-channel allocation result, and transfers them to the tag storage unit(502).
