A method and a system for generating an AD list discriminating AD information of big advertisers are provided to prevent AD information of only the big advertisers from being exposed to users and increase probability for displaying the AD information of small/middle advertisers by charging a penalty to the big advertisers buying many keywords. An information extractor(220) extracts the AD information related to keywords of a document from a database(210). A score assigner(230) assigns a ranking score to each extracted information and updates the ranking score of the AD information satisfying a predetermined rule by applying the penalty. A list maker(240) makes the AD list arranging the AD information by considering the ranking score. If agreement address or copy information included in the AD information is more than a predetermined number, the score assigner recognizes the AD information as the AD information of the big advertiser and updates the ranking score of the recognized AD information by applying the penalty to AD information of the big advertiser.
