A ceramic membrane diffuser which can generate microbubbles although a low air pressure of about one atmospheric pressure is applied to the ceramic membrane diffuser, and can perform a flotation operation of high concentrated contaminants promptly and certainly by improving the size and uniformity of the microbubbles generated from the ceramic membrane diffuser, and a method and a device for manufacturing the ceramic membrane diffuser are provided. A device for manufacturing a silica or alumina ceramic membrane diffuser for generating microbubbles comprises: (i) a support(13) and a press(15); (ii) a female mold(1) which is fixed to the support, in which a molding hole(7) for filling a raw material powder is formed, and which includes a piston(9) that forms the bottom of the molding hole; and (iii) a male mold(3) connected to the press. The device is a manufacturing device of a disc type diffuser or a pipe type diffuser. The manufacturing device of a disc type diffuser further comprises an ultrasonic oscillator(5) installed in the support or/and the female mold. The manufacturing device of a disc type diffuser further comprises a vibration separation member(11) for blocking vibration transmission formed on an adjacent portion of the ultrasonic oscillator and the support.
