Sensors (18) are arranged in an area (22-29) that is accessible to persons so that the persons can be located. The sensors are connected to a computer (5,14) which determines rescue actions based on the location of the persons, the characteristics of the area and the location of at least one source of damager (46). The sensors may be microphones distributed over the area. Commands may be output to the persons via loudspeakers. An independent claim is included for an apparatus for communicating with endangered persons.
