The porous and/or stratified manganese oxide synthesis comprises agitating (80[deg]C) a complex-forming acid and/or its salt in a solvent. Ammonia solution and/or an amine is added to the agitated solution, and the addition is continued till the solution reaches pH of 10.5 at 25[deg]. The base solution is oxygenated to reach oxygenated potential. A divalent cation of manganese salt solution (Mn 2+) is continuously added to the oxygenated solution to precipitate the manganese oxide. The manganese oxide precipitates as Mn III xMn IV 1-x (amine H +) xO 2at a constant molar ratio (0.3-1.0). The porous and/or stratified manganese oxide synthesis comprises agitating (80[deg]C) a complex-forming acid and/or its salt in a solvent. Ammonia solution and/or an amine is added to the agitated solution, and the addition is continued till the solution reaches pH of 10.5 at 25[deg].
