The device has a substrate (1) with a hydrophobic surface, and rotation electrodes (4) situated under the hydrophobic surface in a fixed manner for displacing a liquid droplet by electrowetting. The electrodes are disposed in a radial manner with respect to a center of rotation of the liquid droplet between concentric inner and outer circles of the center of rotation, where the radius of the inner circle is greater than or equal to half the radial dimension of the electrodes. Independent claims are also included for the following: (1) a liquid analyzing device comprising a fluid pumping device having a liquid droplet displacing device (2) a method for pumping a fluid and implementing a fluid pumping device (3) a method for the centrifugation of a liquid droplet.
