The device has disks (4, 5), beams, and billets (8, 9) assembled together using coupling sleeves embedded in orifices (16) and supported on intermediate niting washers, in an even or sloping surface at a plane ground. The washers are pierced at its center of the orifices (16). A billet (8) is pierced in its length along the orifices. Another set of orifices (17) is present and centered on each of ends of the beams.
