The mechanism has a fixed chassis (10) closed at its end by two end plates (1), where each end plate comprises a cylindrical support (20) receiving free rotation of cylinders (4). A cylindrical housing (21) is off-centered to a length with respect to the support and receives the rotation of a central axle (2). The axle has crank pins (3) supporting double acting pistons (5). The pistons and the cylinders rotate around the pins and the supports, respectively, with half angular speed during rotation of the axle.
