PPROBLEM TO BE SOLVED: To limit a use amount without lowering convenience. PSOLUTION: In a multifunction machine 12, a user inputs authentication information and information indicating the predetermined number of uses in each service that the user wants to use (100) and transmits the authentication information, a use request for requesting use authority of the predetermined number of uses and M/C identification information to a user information management server 14 (102). The user information management server 14 executes an authority determination processing routine, and determines whether the requested predetermined number of uses is equal to or lower than the number of uses that the user can use in each service requested for use (104). When authentication is successful and the predetermined number is equal to or lower than the number of uses that the user can use, the multifunction machine 12 receives an authentication success message and authority information, and registers the predetermined number of uses with use authority given as an upper limit value in a user authority table (106).
