PPROBLEM TO BE SOLVED: To provide a failure diagnosing device of a refrigerating cycle device, and the refrigerating cycle device loading the same, capable of early predicting and detecting the failure based on a state quantity of the refrigerating cycle device as a whole. PSOLUTION: This failure diagnosing device comprises an operating portion 102 performing composite variable calculation by combining measured values from detecting means, a comparing portion 105 for comparing a present operation state quantity as a state quantity calculated by applying the measured value obtained from a present operating state of a heat pump cycle as a plurality of variables, with a state quantity indicating a normal operation state or an abnormal operation state stored in a storing portion 104, and a judging portion 106 for judging a degree of normality or abnormality of the heat pump cycle, discrimination of normality/abnormality, or a cause of abnormality on the basis of the state quantities compared by the comparing portion 105 or the change of the state quantity.
