PPROBLEM TO BE SOLVED: To provide a computer operation monitoring technology capable of efficiently and properly detecting off-the-job operation such as a game without imposing an excessive load such that starting of applications in all client computers is always checked based on log information, and allowing warning notification or the like. PSOLUTION: In this computer operation monitoring system, a monitor computer has: a sound output information reception means receiving sound output information from each communication-connected client computer; a sound output information storage means storing the received sound out information; and a decision means referring to the sound output information, and comparing it with a sound output form in normal business to decide presence/absence of possibility of the off-the-job computer operation.
