PPROBLEM TO BE SOLVED: To provide a new population state estimation system which can precisely estimate human being's population state with respect to an object. PSOLUTION: In a population state estimation system (100), a computer (14) uses an output (reaction spot data) from a floor sensor (18) and estimates a population state of human being near the object like a communication robot (10). The reaction spot is clustered and a population is divided into a plurality of clusters. Each cluster is classified into a "lump cluster" or a "stray cluster". According to a positional relation to the objects of the "lump cluster" or the "stray cluster", it is estimated whether the population state at that time corresponds to a population state 1 or a population state 12. Since the population state around the object can be estimated with sufficient accuracy, the population caution control and active sensing can be performed exactly and efficiently.
