In the golf club set or shaft set including the above shaft, the ratio of the flexural rigidity value in a predetermined position of the tip area 5 to the average value of flexural rigidity values in a predetermined range of the intermediate area 6 of the shaft is equal between the respective numbers, and the ratio of the flexural rigidity value in a predetermined position of the rear end area 7 to the average value of flexural rigidity values in a predetermined range of the intermediate area 6 is equal between the respective numbers.
