PROBLEM TO BE SOLVED: To provide a method of manufacturing a disk substrate for a magnetic recording medium to obtain a magnetic disk having adequate surface roughness, having high in-plane magnetic anisotropy and a high S/N ratio.;SOLUTION: In the method of manufacturing the disk substrate for the magnetic recording medium having a texturing step, the texturing step supplys a slurry containing an abrasive containing cluster diamond to the surface of the substrate while the disk substrate for the magnetic recording medium is rotated in the circumferential direction and while a surface in contact with the substrate of a polishing tape including fibers made of polyester having 400 to 950 nm fiber diameter is pressed to the rotated magnetic substrate by a pressurizing means. The manufacturing method of the magnetic recording medium is characterized in that at least a magnetic layer is formed on the disk substrate for the magnetic recording medium manufactured by the manufacturing method of the disk substrate for the magnetic recording medium.
