PROBLEM TO BE SOLVED: To determine a toll of each route so that traffic on each route can flow smoothly.;SOLUTION: In setting a toll to be charged for a vehicle which has travelled on each route from each starting point to a terminal point within a traffic network, traffic demand on a target day every combination of starting point and terminal point is estimated according to past traffic data (5), a volume of traffic on each route is predicted (9) on the basis of an initial value (20) of the volume of traffic distribution to each route and the estimated traffic demand, and the initial value of volume of traffic distribution is corrected on the basis of the prediction and target volume of traffic distribution is determined (10). Then, on the basis of initial toll on each route (24) and a distance on the route, the volume of traffic distribution on each route is predicted (13) and the initial toll are corrected so that the predicted traffic amount distribution approximates the target distribution (14), which is to be final toll on each route (25).;COPYRIGHT: (C)2008,JPO&INPIT
