PPROBLEM TO BE SOLVED: To provide an apparatus for volume-reducing and carbonizing sludge which efficiently removes water from a large quantity of waste sludge to be discharged from equipment for treating organic industrial waste water to thereby drastically volume-reduce the waste sludge and converts the volume-reduced waste sludge into a recyclable carbonized material. PSOLUTION: The apparatus 2 for volume-reducing and carbonizing sludge which removes the waste sludge from an apparatus for treating organic waste water and treats the waste sludge, is provided with: concentration equipment 4 for adding a flocculant to the waste sludge and concentrating the flocculant-added waste sludge; a solubilization unit 7 for crushing the waste sludge concentrated in the concentration equipment and solubilizing the crushed waste sludge; granulation equipment 8 which is arranged downstream of the solubilization unit and which adds a coagulant and a flocculant to the solubilized waste sludge to form waste sludge flocks; a dehydrator 9 which is arranged downstream of the granulation equipment and which separates surplus water from the waste sludge flocks; and carbonization equipment 11 which is arranged downstream of the dehydrator and which dries and then carbonizes the dehydrated waste sludge.
