PURPOSE: An apparatus and method for treating sewage sludge containing high concentration of organic matters are provided, which can produce organic carbon source efficiently by inhibiting progress of methane fermentation, and efficiently remove and recover nutrient material as byproduct. CONSTITUTION: The apparatus comprises an anaerobic fermentation tank(1) for fermenting organic matter contained in the influent sludge at alkali anaerobic state to produce organic carbon source and for washing the organic carbon source by upflow or downflow wash water; a phosphorus recovery tank(2) for reacting phosphorus contained in the fermentation effluent with water soluble magnesium compound, water soluble calcium compound, or mixture thereof; a nitrogen removal tank(3) for removing excess ammonia nitrogen contained in effluent from the phosphorus recovery tank(2) at aerobic condition; and a biological nutrient removal tank(4).
