PROBLEM TO BE SOLVED: To solve the problem that a conventional manufacturer-led rough terrain crane is very hard to use since two-winch specification is the mainstream.;SOLUTION: Two sheaves, being a first sheave 8a and a second sheave 8b, are adjacently arranged on a top section 42 of a leader 43. Two or more guide sheaves 13, 14 wound with a wire rope 16 rigged on the first sheave 8a and fitted to a winch at the base end are fixed to a side of a frame member 1 under the sheaves. Two or more guide sheaves 19, 20 wound with a wire rope 21 rigged on the second sheave 8a and fitted to the winch at the base end are fixed to the other side of the frame member 1. An orthogonal guide sheave 24 is arranged under the guide sheaves 19, 20. Two or more guide sheaves 30, 31 are fitted so that the upward wire rope from the orthogonal guide sheave 24 may be wound.
