PROBLEM TO BE SOLVED: To provide a FBM generator and a FBM generating method for generating a FBM in a short time.;SOLUTION: The FBM generator 15 identifies a bad address 50 from a first mismatch detection cycle number 42 and shipment test sequence information 52 obtained from a shipment test. A bit identifying pattern 17 is generated so as to compensate information on insufficient read data, and does not implement a read/write operation at a good location determined by the shipment test. A bad bit is identified from a second mismatch detection cycle number 43 obtained by tester 12 for utilizing the bit identifying pattern 17.
