PROBLEM TO BE SOLVED: To provide a picture quality evaluating device, an encoding device, and a picture quality evaluating method that are improved in evaluation precision.;SOLUTION: The picture quality evaluating device 100 as an embodiment of the present invention inputs moving picture data of a source image and a decoded image generated by decoding the image encoded by hybrid encoding such as MPEG, extracts time/space domains from the source image, divides the input image by the respective time/space domains, and makes decisions on picture quality deterioration by the divided time/space domains, so the decisions on picture quality deterioration can be made while time/space frequency characteristics are taken into consideration and the decision on picture quality deterioration can be made with high precision.;COPYRIGHT: (C)2008,JPO&INPIT
