PPROBLEM TO BE SOLVED: To provide a moving target detector which have improved moving target detection accuracy. PSOLUTION: The moving target detector is constituted of a target area extraction part 8 for extracting a target area on the basis of a background image for each of sequentially inputted frame images, an evaluation value generation part 11 for evaluating the correlation degree of the target areas between two different frame images on the basis of an extraction position inside the frame image of each target area and generating an evaluation value, and a target identification part 12 for making the target areas correspond to each other between different frames on the basis of the evaluation value and identifying the moving target. In the case that a first target area extracted from the frame image overlaps with a second target area extracted from the frame image before that, the evaluation value generation part 13 generates the evaluation value on the basis of the overlap area.
