PROBLEM TO BE SOLVED: To provide a suspension-type silicone adhesive which is easily handled and forms a silicone gel adhesive layer showing a high viscoelasticity and adhesion through agglomeration of silicone gel particles resulting from removal of water, an efficient preparation process of such adhesive and an efficient preparation process of an adhesive substrate having a substrate and, coated thereon, a silicone gel adhesive layer exerting a high viscoelasticity and adhesion. ;SOLUTION: A suspension-type silicone adhesive comprises a silicone gel suspension wherein silicone gel particles having an average particle size of 0.1 to 100 μm are dispersed in an aqueous solution of a surfactant. In a preparation process of an adhesive, a silicone gel composition is dispersed in an aqueous solution of a surfactant and cured to yield an average particle size of 0.1 to 100 μm.
