A method of obtaining the hydrated and carbonated nanoparticles includes dispersion of the granules of electro-conductive materials by pulses of electric current in the water and electrization of obtained nanoparticles-nuclei by connection to the surface of nanoparticles-nuclei of electrons emitted by freshly formed microsurfaces of dispersed granules, and the creation of hydrated shell around nanoparticles-nuclei by connection of the molecules of water to the electrically charged surface of nanoparticles. At least, one ligand in the hydrated shells is replaced by the molecules of carbonaceous acid. Around nanoparticles-nuclei mixed nanohydrated and nano-carboxylate shells are formed, in which ligands are oriented by hydrogen atoms to the surface of nanoparticles-nuclei and form the negatively charged outer layer in the mixed nanohydrated and nanocarboxylate shells.
