A kind of method, for promoting the bubble formation in the water for being contained in a case and forming a vortex flow in water and an agitating device is provided to and definitely tests by maintaining the turbulence state in water ballast. One agitating device includes a lower part hinged lid (7b), is connected to the top of a support of a towing carriage, upper end and a upper hinge lid (7a) positioned at a water tank are coupled in lower hinge lid (7b).
