A manufacturing method of a complex waterproof sheet obtained by combining a PVC sheet with a fiber sheet, the complex waterproof sheet manufactured using the method, and a complex waterproof method using the complex waterproof sheet are provided to shorten the construction period and achieve waterproof performance and a superior durability. A manufacturing method of a complex waterproof sheet comprises a step of supplying a PVC sheet and a fiber sheet wound around supply rolls(G1). The PVC sheet and the fiber sheet are shifted to drum heaters and heated by the drum heaters(G2). One of the sheets is pressed by a pressure roller and is attached to the other sheet(G3). The PVC sheet and fiber sheet attached to each other are sequentially cooled by a cooling roll and a cooling unit(G4). The PVC sheet and fiber sheet are wounded around a wind roll(G5). The PVC sheet and fiber sheet wounded around the wind roll by a certain length are cut(G6).
