The present invention relates to an apparatus and a method of manufacturing a composite waterproof sheet with a film inserting type multi-overlapping structure which is used in waterproofing construction of a roof floor surface of a building, an internal surface of a water treatment facility structure, a slab or an outer wall surface of an underground structure, and a slab surface of a tunnel or a bridge, and to a composite waterproof sheet manufactured by the apparatus and the method. An apparatus of manufacturing a composite waterproof sheet with a multi-overlapping structure includes: a first non-woven fabric providing unit providing a first non-woven fabric; a first coating providing unit providing a first coating agent for coating the first non-woven fabric provided from the first non-woven fabric providing unit; a film providing unit for providing a film to the first coating agent provided from the first coating providing unit; a first extruding and bonding unit extruding and bonding the first non-woven fabric provided from the first non-woven fabric providing unit, the first coating agent provided from the first coating providing unit, and the film provided from the film providing unit to form a semi-finished product; a second coating providing unit providing a second coating agent for coating the semi-finished product formed from the first extruding and bonding unit; a second non-woven fabric providing unit providing a second non-woven fabric to the second coating agent provided from the second coating providing unit; and a second extruding and bonding unit extruding and bonding the semi-finished product formed from the first extruding and bonding unit, the second coating agent provided from the second coating providing unit, and the second non-woven fabric provided from the second non-woven fabric providing unit to form a finished product.
