A preliminary verification system based on the internet environment through a telephone authentication service is provided to offer perfect accident and trade denial prevention by previously confirming a financial accident and performing authentication. A first terminal(100) is able to be connected to the internet as a user terminal. A web server(200) interfaces a transportation to a site which is needed to be approached through authentication about the first terminal. An authenticating server(300) authenticates an electronic trade required from the first terminal via the web server. A host server(400) processes the electronic trade. A call server(600) performs a telephone authentication for providing authentication completion information to the host server.
