A composition comprising SIOVIS containing silicate as a major component is provided to improve skin diseases by activating skin cells and promoting metabolism, protect the skin from bacteria infection by forming a thin silica layer, and treat inflammation by neutralizing acidified inflammation region, reducing itching and promoting blood circulation. A composition for improving atopic dermatis and skin diseases comprises SIVIS-NW which is prepared by heating SIOVIS solid in water at 130 deg. C for 4 hours to prepare highly concentrated photosynthetic alkali solution, adding mugworts and other edible medicinal herbs into the highly concentrated photosynthetic alkali solution and maintaining the solution at 80 deg. C for 2 hours, and filtering the mixture solution.
