A method and an apparatus for compensating for luminance, and a method and an apparatus for encoding moving picture by using the same are provided to generate a luminance compensation parameter based on relation between values of ambient pixels of a present block and values of ambient pixels of a reference block for carrying out luminance compensation with regard to the reference block, thereby increasing encoding efficiency easily. A method for compensating for luminance comprises the steps of; receiving values of ambient pixels of a present block and values of ambient pixels of a reference block(310); and compensating for luminance with regard to the reference block based on a difference between the values of the ambient pixels of the inputted present block and the values of the pixels of the reference block(320). A luminance compensation parameter is calculated based on a relation between the pixel values of the two blocks. The luminance compensated reference block is generated based on the calculated luminance compensation parameter.
