An optical device based on a planar light waveguide circuit and a manufacturing method thereof are provided to connect electrically a main board with a flat optical circuit by performing a soldering process using solder balls and a die bonding process using bumps. An optical waveguide(102) connected to an optical fiber(109) is formed at an upper part of a flat optical circuit(100). An active element is formed on the optical waveguide. A main board(200) supplies driving power to an electrical pad formed on the flat optical circuit or an electrical pad formed on the active element, or provides a connective point for connecting electrically input/output signals. A connective board(300) includes a plurality of vias formed therein. The connective board connects the electrical pad of the flat optical circuit with the connective point of the main board by using the vias and solder balls or bumps(311-314).
