A method for constructing a dialog example database for a dialog type foreign language learning, and a system and a method for a dialog type foreign language learning service using the same are provided to enhance the language learning capability of a learner such as the dialog capability of the foreign languages. A system for a dialog type foreign language learning service using a dialog example database comprises a dialog example storage unit(40), an inputting processor(21), a dialog management unit(22) and an outputting processor(23). The dialog example storage unit(40) stores examples for each dialog subject on a corresponding language, tags semantic information to each dialog example wherein the semantic information is necessary for a dialog subject, a dialog inclination and understanding the dialog, and stores a pair of data inputted by a user and a corresponding system response concept. The inputting processor(21) recognizes character strings from the data inputted by the user. The dialog management unit(22) analyses the data used by the user, finds a system response concept in the dialog example storage unit(40) by setting the recognized character string as a search key, and generates a system speech on the basis of the found system response concept. The outputting processor(23) transmits the system speech to a user terminal as the system response.
