An apparatus and a method for controlling an AMBA(Advanced Microcontroller, Bus Architecture) bus without arbitration and an AMBA bus interface system using the same are provided to connect directly a plurality of masters with a slave without arbitration. A master control part(310) receives a slave connecting signal for connecting a high-level master or a low-level master to a slave, and decides a master to be connected to the slave. A data transmission control part(320) perform a data transmission operation between the high-level master or the low-level master and the slave according to a decision of the master control part. An address multiplexing part(330) transmits an address signal of the high-level master or the low-level master to the slave according to the decision of the master control part. A preliminary signal control part(340) receives a preliminary signal from the slave, converts the preliminary signal adapted for the high-level master or the low-level master according to the decision of the master control part, and transmits the converted preliminary signal to the high-level master or the low-level master.
