The device (1) has a jacket pipe (8) extending between two clamping legs (4, 5), where the clamping legs have throughholes that lie opposite to each other. A clamping bolt extends through the throughholes. One of the clamping legs has a clamping plate, which is deformable relative to the other clamping leg. The clamping plate is provided with a rigidity distribution, which is in opposite directions to rigidity distribution of the former clamping leg. The clamping plate is limited by a u-shaped cut in the former clamping leg.
