The device has an electronic measurement circuit (8) with a resonant measurement circuit (17) placed between triaxial and transmission cables (7, 12), where the transfer function of the circuit (8) presents a resonance. A variable capacitor (C1) is placed in the circuit (17). A high impedance input and low impedance output circuit (11) supplies voltage to a guard electrode (2) via an internal shield of the cable (7). The circuit (11) measures the amplitude of the voltage at terminals of the shield to ensure voltage transmission to a narrowband filter (15) and an integrated circuit (16).
