The system has a driving system (4) of an inertial mass (5) coupled to a speed passage lever. A mechanical connection drives the mass in rotation around a rotational axis (BB`) under rotational action of the lever around an internal control shaft. The rotation is made by the shaft integrated in rotation inside two blind holes (75) arranged on two parts (71, 72) that are arranged on both sides of the mass, where the parts are fixed on a case of a transmission. A cylindrical rubber spring (9) is arranged between a base of a blind orifice (75) and an end of the shaft.
