The device has a basic pollution elimination module (12) interiorly delimiting a pipe (14) for gaseous effluents. An external electrode (22) and an internal electrode (24) between which an electrical impulse is applied are coaxial with respect to each other. Photocatalysts (34, 36) in dielectric material cover the electrodes and have an elimination and reception surface (40) for receiving and eliminating pollutants. An independent claim is also included for a method for treating pollutants contained in gaseous effluents of a motor vehicle.
