Producing a biofuel in the form of a water-in-oil emulsion comprises mixing a lipid material and water in the presence of a lipid-soluble surfactant (I) with a hydrophilic-lipophilic balance (HLB) of 12-15 and a water-soluble surfactant (II) with a HLB of less than 6. Independent claims are also included for: (1) apparatus for producing a biofuel as above, comprising a heated first mixer for receiving the lipid material and (I), a second mix for receiving water and (II), and a third mixer for receiving the contents of the first and second mixers; (2) heating system comprising apparatus as above connected directly to a combustion system.
