The device has two identical temperature sensors (3, 4) associated with transparent and translucent envelopes (9, 10) e.g. thermally conductive envelope, having rough surface (9a) and smooth surface (10a), respectively, where the envelopes are made of metal and plastic material. A thermal insulator is interposed between the envelopes, and each surface of the envelopes is directly impacted by solar rays (RS) during insolation of the device. Each envelope surrounds its associated sensors so as to be in thermal contact with the sensors.
