The device has a computing module e.g. portable personal computer (PC), coupled to a terrestrial positioning device e.g. global positioning system (GPS). The computing module has a sensor for taking images. The computing module has a database for memorizing terrestrial coordinates of a vehicle in the process of parking, license number of the vehicle and data and hour required to establish abusive parking offence based on the images, where the data base is movable or centralized on a server.
