PSOLUTION: A fuel rod testing method has installed: the testing process of measuring a neutron counting rate by arranging a neutron source 31 and a neutron detector 32 in water 20 to hold a bundle layout section and laying out a test-subject bundle 10, which contains one or more test-subject fuel rods 11 higher than the predetermined enrichment, in the bundle layout section; the reference measurement process of measuring the neutron counting rate by laying out a reference bundle with the same cross-sectional form as the test-subject bundle 10 and lower than the predetermined enrichment in the bundle layout section; and the determination process of determining whether a neutron multiplication is higher, when the test-subject bundle 10 is laid out in the bundle layout section than when the reference bundle is laid out in the bundle layout section, from the neutron counting rate measured in the reference measurement process and the testing process.
