PROBLEM TO BE SOLVED: To prevent the occurrence of the disturbance of video images and sound of a video telephone when resources such as the communication band of a network and a processing performance of the conference server of the video telephone get tight.;SOLUTION: Reference data 313 determine the amount of the resources to be allocated to a terminal, and shift data 314 determine an amount smaller than the reference data 313 as the amount of the resources to be allocated to the terminal. When the free resources of a call center are less than the amount of the resources to be allocated from then by a resource allocation part 304, a resource reallocation part 305 releases the resources already allocated to the other terminal, which are the resources of the amount determined by the pertinent reference data 313, so that the free resources of the call center 200 become more than the amount, and allocates the resources of the amount determined by the pertinent shift data 314 to the other terminal.;COPYRIGHT: (C)2009,JPO&INPIT
