PPROBLEM TO BE SOLVED: To provide an authority transfer system capable of safely performing authority transfer, while ensuring convenience, mutually between an IC card and an IC chip mobile phone. PSOLUTION: The authority transfer system 1 includes an IC card 600, a mobile terminal 400 and an ID management server 100, wherein the mobile terminal communicates with the IC card, reads a first ID 610 and transmits it to the ID management server, and the ID management server receives the first ID from the mobile terminal and confirms whether the first ID received from a second transmitting and receiving means is identical to a second ID 220 stored in an ID management database 120. When both the first ID and the second ID are identical to each other, the ID management server produces a temporary ID 240 and transmits it to the mobile terminal, and the mobile terminal receives the temporary ID and stores it in an IC chip 450.
