PPROBLEM TO BE SOLVED: To improve the fuel cost efficiency of a traveling plan by creating a traveling plan based on a traveling history instead of the mean value of vehicle speeds of each time in a hybrid car. PSOLUTION: This traveling plan creation device records section total traveling energy and section total regeneration energy in one road section when a hybrid car travels in one of a plurality of road sections for each road section (150). Furthermore, the traveling plan creation device creates a traveling plan for switching the use of an internal combustion engine and a motor when the hybrid car is traveling on a route including the plurality of road sections based on a difference between the section total traveling energy and section total regeneration energy recorded for each of the plurality of road sections.
