PROBLEM TO BE SOLVED: To provide a method of forming a water- and oil-repellent membrane suitable for use that requires high water- and oil-repellency.;SOLUTION: The method of forming a water- and oil-repellent membrane includes a first step of bringing a substrate to be coated into contact with a first solution composed of essential components of water and at least one alkoxymetal salt and then with a second solution that is an alkaline solution of a pH of 11 to 13 to form a metal oxide layer on the surface of the substrate to be coated and a second step of bringing the substrate to be coated into contact with a third solution containing a fluorine-containing organic compound after the first step and then with a fourth solution that is an alkaline solution of a pH of 9 to 14 to form a water- and oil-repellent layer on the metal oxide layer.;COPYRIGHT: (C)2010,JPO&INPIT
